I doubt WG would add them though, they want Yamato to remain king of the sea, because ya know, apparently it was the most powerful battleship EVER designed (Not built, DESIGNED), and totally wouldn't have been stomped by H.44 (509mm Guns), or Tillman IV-2 (15 457mm Guns.). The Ship I'd be most likely to pick as a tier 10 would be the Tillman IV-1, 13 457mm Guns, it'd DEFINITELY give the Yamato a run for it's money, the downside to the Tillman IV-1, is that she's slow, REALLY slow, at 25.2 Knots, maybe WG could give her a small buff considering that's REALLY slow for Tier 10, but, otherwise, she'd be a fine battleship to replace Monty. I'd be much more happy seeing the Tillman Series Battleships (As seen HERE), their guns are MUCH bigger than Monty's, and I feel it would add a much more competitive style in the higher Tiers. She shares similar characteristics to both Yamato and Shikishima, with the inclusion of the Immediate Main Battery Fire Adjustment combat instruction that increases her strength in accurate long range fire support. She differed from the prototype, Battleship A, with her larger size and more sophisticated armament systems. Satsuma is the supership of the Japanese Battleship tech tree, armed with eight 510mm guns the largest in the game. The largest gunship ever built in the USSR (Project 23) and one of the most powerful battleships in the world. I personally think she isn't worth the time, I have the Iowa, sure, it's great, but I see the Montana being.Hindered in her abilities to be a capable Battleship, sure, she's got 12 406mm Guns, but I personally got sick of 406's, especially when every ship from Tier 7 has them. Sovetsky Soyuz Soviet Tier IX battleship.
